Increase the default upload limit to the maximum allowed by cocoon (2GB)

      Description

      Currently the maximum upload file size is under 1GB, 10000000 bytes. However it can be increased to 2GB.

      in core.properties:

      1. Specify maximum allowed size of the upload. Defaults to 10 Mb.
      2. DSpace Community: 2GB. The HTTP spec allows this to be increased to 4GB but
      3. cocoon places a limit because the parameter is read into a signed integer.
        org.apache.cocoon.uploads.maxsize=2147483647
