      Description

      DSpace could make fuller use of the Handle System's design, and at the same time disentangle Handles from DSpace internals. Rather than using DSpace as the persistence layer for a very specialized Handle service, DSpace should report newly-minted Handles to the configured local Handle service and let it be responsible for storage and retrieval, in a fashion similar to DOI minting (and perhaps other identifier providers to come). This would facilitate, for example, moving a collection out of a DSpace instance to some other repository without invalidating its Handles.

      I think that this will require breaking the overloading of Handles as internal deposit identifiers.
