Solr upgrade should not throw error on empty index

      DSpace 5 ant update_solr_indexes step attempts to upgrade all existing Solr indices. However, some of them might not have been previously used and thus have a valid "data" directory. Currently, it still calls IndexUpgrader even if that directory isn't initialized, therefore it cannot be upgraded and the following error is thrown:

      Checking if the Solr index at C:/DSpace/solr/oai/data/index/ is >= Solr

      fail
      C:\dspace-src\dspace\target\dspace-installer\build.xml:1061: ERROR occurred
      while checking Solr index version:
      Required Solr/Lucene index directory is invalid.
      The following path does NOT seem to be a valid index directory:
      C:/DSpace/solr/oai/data/index/
      Please pass in the full path of the Solr/Lucene Index directory to analyze
      (e.g. [dspace.dir]/solr/statistics/data/index/)
