We have nice facilities for ingesting batches of items offline, but the layout of a batch is complex, and a site wanting to use it will typically build its own tool for constructing Simple Archive Format batches, perhaps starting with a flat directory of bitstreams and a spreadsheet. These tools tend to be quite similar; they are made over and over because DSpace doesn't offer one itself, and because SAF is really not all that simple. (Perhaps because it has grown over the years.)
At the least, I think DSpace should come with a modest general-purpose SAF package builder tool to assist in the ingestion of large quantities of items. We might also consider specifying a simpler layout for batches. It would be good to find a way to make this tool distributable to people who don't have server access, but are responsible for organizing masses of materials and getting them submitted.
I believe that several sites have built quite general package builders, which they might care to contribute. We should find out.
