Blue lock icon is misleading when logged into system

      When a file is access restricted within DSpace (i.e. not visible to "Anonymous" group), a blue lock icon appears in the UI.

      However, this lock icon still appears after you log in to the system as a user with proper access rights (e.g. an Administrator).

      This is misleading, as the existence of the lock icon seems to imply the file is non-accessible. While it is appropriate to display a lock icon to users who don't have access, it seems like that lock should disappear once you login as a user with proper access rights.

      This isn't a major bug, but it is an accessibility issue.

      Here's the code that decides whether to display the lock icon. Similar code also exists in Mirage 2
