JSPUI uses wrong property from dspace.cfg for jurisdiction (wrong: "webui.submit.cc-jurisdiction" right: "cc.license.jurisdiction" )

      Description

      /webapp/submit/creative-commons.jsp checks "webui.submit.cc-jurisdiction" which does not exist.
      String jurisdiction = ConfigurationManager.getProperty("webui.submit.cc-jurisdiction");

      xmlui uses "cc.license.jurisdiction" which works.

      I see two Fixes for that. Both work for me:

      1) Add the property webui.submit.cc-jurisdiction to dspace.cfg

      or 2)
      Change /webapp/submit/creative-commons.jsp to use "cc.license.jurisdiction" :

      String jurisdiction = ConfigurationManager.getProperty("cc.license.jurisdiction");

      The use of a jurisdiction leads to a CC-3.0 License. At least in Germany this is recommended because 4.0 is not ported (and will not be) and not translated (into German).
      Using a license that is not available in German could lead to legal issues (as far as I know).
