db.jndi dont't work as expected

      Description

      Datasources are usually defined at tomcat level, without a "JNDI service provider", so when you configure DSpace with the parameter db.jndi, DSpace start and works well, but the commands launched by command line, as ./dspace create-administrator, are run in another virtual machine outside the tomcat, in which the datasource is not defined, and the run fails.

      A possible solution would be to delegate the execution of these commands in a servlet/application deployed in the Tomcat and throw the command line requests against it.
