      Description

      1. An item under embargo remains invisible if the OAI index is updated incrementally. The "item.public" flag is never changed to "true" after the embargo has ended, because the "item.lastmodified" field is the only date checked while determining if an item has to be added or updated in the OAI index with incremental harvesting.
      2. Since the "from" and "until" params in OAI are checked against the "item.lastupdated" field, an item may never be harvested even if it becomes visible through a full import after the embargo has ended. An example: a harvester does weekly incremental imports. An item is published in week x, therefore it would be part of an OAI query result for that week. But since the embargo on the item ends in week x+1, it will only become part of that result in week x+1. You would instead expect it to be part of a query result for week x+1, but that is not the case.
