The configurable BrowseIndexes can be either
- "item" indexes
- "metadata" indexes
the browse behaviour is very different for the two types. Browsing a metadata index acts as a , meaning you browse in a subset of the entire index. And browsing an item index in the entire index.
Passing the "starts_with" parameter, for paginating a is essential to maintain the subset being browsed. It is redundant however for to pass the parameter because the next page in the pagination is not contextual.
In the following example, see screenshot, we click "Browse by year" and then choose "2014". We are "Now showing items 3111-3130 of 6027", starting with the first item from 2014.

However the page will only contain items from < 2014
Passing the "starts_with" parameter for paginating an index also causes an ambiguity in pagination. Specifically when browsing to "offset=0" and passing "starts_with" as well this will point to the first page starting with whatever value is passed but since it is an "offset=0" should be the absolute beginning position of the entire index.
