Consider making the JSPUI styles.css.jsp a static file

      Description

      At present, the out-the-box stylesheet used by the JSPUI is a JSP. The only reason it is a JSP is so that it can deal with stylesheet issues associated with Netscape Navigator 4.

      Using Firebug, it seems that the CSS is not getting cached, so the JSP is re-run for every page view. This is not efficient.

      1) If the navigator bug is still a problem, there are better way to deal with this in CSS

      2) If it is not still a problem, then is there any other need to keep the CSS as a JSP?

      Thoughts?
