      Description

While investigating another bug I wanted to see what DCDate makes of a particular date string, and noticed a couple of peculiar results. If granularity is TIME but time is not requested, the logic falls through to a catch-all case that formats only the year (since TIME != DAY and TIME != MONTH).

The patch overturns the chain of 'if's, picking out YEAR and MONTH explicitly so that both DAY and TIME will fall into the catch-all 'else' and be formatted with DAY granularity.
