The strategy would be to have default values for the help text for each of these which could be overridden for a given submission type (not just for datasets). In particular:
"Author" generic help text: "A creator of this work"
"Author" ETD help text: "The degree candidate who created this work"
"Author" datasets help text: "A person responsible for the collection and/or assembly of this data"
"Title of Work" generic help text: "The title of this work"
"Title of Work" ETD help text: "The title of this work as reported by the Student Information System"
"Title of Work" datasets help text: "A brief descriptive title for this collection of data"
"Keywords" help text: "One or more comma-separated labels which may help make your work discoverable by others by indicating the topic(s) with which it is associated"
"Date Files/Data Package Created" help text: "The date of this dataset submission"
"Data Collection Dates" help text: "The date range over which this data applies; if only a single date applies, it may be provided alone as either the Start Date or the End Date"
