Get PUID from FITS and populate the ds->format property and related PREMIS elements

      Description

      This feature enhancement is relevant to both the FITS and PREMIS modules.

      Datastreams have a property dsFormatURI (via tuque, ->format), which https://wiki.duraspace.org/display/FEDORA37/Fedora+Administrator documents as "Optionally, you can provide a format identifier for the datastream. Examples of emerging format identifier schemes found in PRONOM and the Global Digital Format Registry (GDRF)".

      The PRONOM Format URI is available from the FITS output in identity/externalIdentifier/@type=puid element:

      On ingest, we could pick out the PUID and insert it into the datastream's Format URI property as info:pronom/fmt/44, which is the standard form of the PRONOM URI. On PREMIS generation, semantic unit 1.5.4 (Format) can be populated with relevant data from the PRONOM entry.
