Checksum checker can run as anon and cause infinite loop.

      Description

      If one has management XACML restrictions against the current Tuque's username on an object that is running checksum checker it can error causing an infinite loop during cron. Cron runs as anon and if in the bootstrap process Tuque is instantiated then the user override currently in place will not work. Also, other errors from Fedora could cause this loop. There are several issues
      1. Tuque's user must be reset to user 1.
      2. Checksum Checker causes an infinite loop during cron if Fedora errors.
      3. Different watchdog errors are not distinguished.
