      Description

      In the FedoraDate class we simply add the letter Z to datetime strings which if the timezone is set to something other than UTC in the php.ini can result in the class returning incorrect times. Fedora 3.6.2 seems to overwrite the datetimes set in supplied FOXML but our FOXML should be accurate as it could be consumed under different circumstances than standard ingest.


      Regression testing object creation for issues with object/DS created times is advisable.
